The Rationale for the International Conference


The International System and the Government of Uganda have spent huge amounts of time, money and intellectual effort to organize International, Regional, and National Conferences for the purpose of a detailed prognosis of conflicts/insecurity, and the remedy. As the Executive Chairman of Uganda Peace Foundation, I have attended these conferences and have been able to garner ideas to develop Uganda Peace Foundation.

To crown these efforts Uganda Peace Foundation is organizing this international conference which will lead to the implementation of the generated ideas. Without concrete practical solutions, being crafted and implemented the conferences would be events of having wine and shaking hands. We recognize and highly commend the government of Uganda for promoting peace/ security as exhibited by the Defense Review Program (Ministry of Defense- 2002), National Peace Recovery and Development Plan for Northern Uganda ( PRDP, 2006-2009), Karamoja Integrated Disarmament and Development Program (Creating Conditions for Promoting Human Security and Recovery in Karamoja, 2007/2008-2009/2010) by the Office of the Prime Minster and the five year National Development Plan for Uganda (PEAP Revision Process, 2007/2008). However, Uganda being a conflict prone country with some of our people wondering as rebels and committing atrocities in neighboring countries, much more by all stake holders have to be done to achieve permanent peace/security.


"In our interconnected world, security now more than ever must be seen as a global public good", said Peter Van Tuijl, Executive Director of Global Partnership for the Prevention of Armed Conflict (GPPAC)." The old state-centric, military- focused take on security falls short in addressing complex challenges, like transnational terrorist networks and the social inequalities conducive to conflict. We need a more holistic approach, carried out by different stake holders, based not only on national security considerations but on what it is that individuals and communities need in order to feel safe".

This forum will create room for all stake holders to fill gaps in the crafted design and own it. The stake holders will include Heads of States, country diplomats, honorable ministers, parliamentarians, heads of political parties, heads of higher institutions of learning,representatives of civil society organizations, representatives of United Nations Agencies, representatives of donor and development agencies, religious leaders, traditional leaders, heads of security organs including the Uganda Peoples' Defense Forces (UPDF), all resident district commissioners, all chair- persons-LC V, technocrats, business men, youth, commanders of  defunct rebel groups and national armies. The opening ceremony will be presided over by Rt.Hon Amama Mbabazi- the Prime Minister of Republic of Uganda and the closing ceremony will be presided over by our dearest President-His Excellence Yoweri Kaguta Museveni. The Key note speakers will include the authors of the Model and Pilot Project for Third World Village Development with its product of the Village Earth Model, they have been invited. The aforementioned model will be implemented by Uganda Peace Foundation. The conference will include key note speeches, networking sessions, paper presentations, panel discussions and visiting places of tourist attractions and industries in Uganda.

In Uganda Peace Foundation we are interested in a peaceful, poverty free world, therefore this conference will cause the replication of this strategy in other countries in similar situations.
